I an dirooted to acknowledge the receipt of your letter lo. 19004 of the 18th April, enclosing a copy of a telegram to the Governor of Hongkong, on the subject of the use of cipher by the Russian Conaul at that station.

I understand from the admiralty that the official in London to whom it is desired to allow the use of siphor is 1. Nabokoff, the ex-Counsellor to the Russian Embassy and ex-Chargé d'Affaires. The Charge d'affaires is H. Litvinoff to whom, believe, the admiralty are desirous that the messages should not be addressed. I would therefore suggest that the telegram to the Governor of Hongkong| should be amended accordingly.
